Indian Country Responds To The Repeal of PASPA

Victor Rocha is owner and editor of Pechanga.net. Rocha has been involved in the politics of Indian gaming since 1998 and has earned numerous awards for his work, including the National Indian Gaming Association's 2002 Outstanding Contribution to Indian Country, VCAT's 2001 Catalyst Award, Global Gaming Business Magazine's "40 Under 40," Raving's 2012 Casino Marketing Lifetime Achievement Award, & the AGA's Lifetime Achievment for Gaming Marketing.

(Blog) Victor Rocha: Indian Country Responds To The Repeal of PASPA

The U.S. Supreme Court ruling on Monday that overturned PASPA was, IMHO, the best case scenario for tribes. A partial appeal, which I thought was the obvious decision, would have been a nightmare. Instead, the SCOTUS had the wisdom to get rid of a bad law.

The road ahead is exciting and terrifying because every State, like every Tribe, will have a different path to legalization. Well, one thing is for certain - Pechanga.net will be here to make sure Indian Country is informed with the latest news.

Below is a collection of quotes from yesterday's newspapers:

  • “Indian country has diverse economies that will be impacted by the federal or state legalization of Sports Betting, and as a significant stakeholder our gaming tribes look forward to being at the table in establishing the critical regulatory framework that will minimize the negative impacts of Sports Betting on tribal casinos, permitting tribes to conduct Sports Betting in the same manner as non-tribal operators and in line with the principles established by tribes.” -- National Indian Gaming Association Chairman, Ernie Stevens, Jr.
  • “We view sports betting as a potential amenity that would complement our numerous offerings. Now that the Court has ruled, we look forward to engaging in a conversation with fellow tribal leaders, policymakers, and industry stakeholders to see if there is a path forward for sports betting in California.” -- Pechanga Tribal Chairman Mark Macarro
  • "California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games," said Steve Stallings, chairman of the California Nations Indian Gaming Assn. "Legalization of sports betting should not become a back-door way to infringe upon that exclusivity."
  • "The 1993 Nation-State Gaming Compact authorizes the Oneida Indian Nation to adopt any gaming specification that is permitted in New York, without any further approvals by the State. The Nation previously has adopted numerous games under this provision, and the Nation now will adopt sports betting too. In anticipation of today's ruling, the Nation has made preparations to offer sports betting at venues throughout the Oneida reservation, and we will be putting those plans into operation in the near future. We anticipate that sports betting at the Nation will create numerous new job opportunities at each of our casinos. The Nation is proud of its track record of success in managing these kind of new opportunities and using new revenues to invest in Central New York." - Oneida Indian Nation
  • “Through smart, efficient regulation this new market will protect consumers, preserve the integrity of the games we love, empower law enforcement to fight illegal gambling, and generate new revenue for states, sporting bodies, broadcasters and many others.” Geoff Freeman, president and CEO of the American Gaming Association
  • "We expect that serious consideration of the sports betting issue will be deferred until the 2019 session. Until then, MIGA tribes will take advantage of the interim to study the matter, conduct internal discussions, and work constructively with key legislative leadership to ensure that the tribal perspective is fully considered." -- John McCarthy, Minnesota Indian Gaming Association
