Torres Martinez tribal members thought prison plan near Salton Sea was 'dead,' even as chairman pushed forward

The chairman of a Native American tribe in Southern California has been recently advocating for a proposal to build an 8,400-bed prison on the tribe's remote reservation — but some tribal members say they didn't realize the idea was still on the table. The leader of the Torres Martinez Desert Cahuilla Indians and several business partners have had hopeful plans for years to build a $2 billion, medium-security prison near the Salton Sea, which would be the largest in the state and one of the largest in the country.
