Tribal Lease Bill Clears Senate After Carcieri Wrangling

The U.S. Senate on July 17 passed the Helping Expedite and Advance Responsible Tribal Homeownership (HEARTH) Act of 2011 by unanimous consent. The bill allows tribes to enter into certain surface leases without prior expressed approval of the U.S. Secretary of the Interior, promising to speed up a bureaucratic process long considered broken.
